MEXICO CITY WASN’T ALWAYS THE CAPITAL

Benito Juarez took possession of the national government in Guanajuato and right away he established the federal powers in Veracruz, under the protection of governor Manuel Gutierrez Zamora. Then in January 1861, when the Constitutional Army entered triumphantly to the capital, Juarez established himself right there along with his cabinet. But in 1863 with the city ruled by the conservators, he saw himself forced to leave and refuge in the North until he got as far as New York, which for two years was site of the legitimate government. During the phase of the Emperor Maximilian (emperor sent by France to rule Mexico), when the empire was practically defeated since the Liberals dominated all of the country except for the capital, Queretaro, Puebla, and Veracruz. Juarez established the capital in Zacatecas, city that had been recovered by General Escobedo.
